Job Duties


NOVA VDOT Fairfax/ Arlington Permits Section is seeking a Land Use Specialist Supervisor to assist the District Land Use Supervisor and provide high level analysis, review, and decision-making with framing issues, setting priorities, allocating resources and coordinating cross-cutting issues to address interests of local jurisdictions. You will provide for effective delivery of the District's transportation program and represent interests of assigned jurisdictions as well as representation of VDOT's interests to the assigned jurisdictions with regard to VDOT preliminary engineering, construction, maintenance and operational processes. In addition, have the ability to act for in the absence of the District Land Use Supervisor.

Responsibilities will include but may not be limited to:

Collaborative Problem Solving- Apply thorough understanding of transportation issues, sound public policy and business expertise to resolve complex transportation issues and problems which cut across multiple areas. Identify and work through potential issues that may hamper or impair success of established transportation programs or projects and studies under development. Exercise flexibility, initiative, innovation, and collaborative influence to resolve transportation issues while considering all aspects of the project and customer perspectives.

Policies and Procedures- Develop and implement procedures, processes, and best practices. Recommend new initiatives to improve operations.

Budget Development- Develop, maintain, and monitor budgets for assigned program areas. Analyze, track and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies.

Communications Across Stakeholders- Communicate with Board of Supervisors, Council members, Congressional and State legislators, citizens and VDOT officials, media and employees regarding VDOT services, programs and plans to provide appropriate information in support of residency transportation goals. Recommend or influence locality management and stakeholder groups on global and local issues affecting transportation plans and vision. Facilitate information gathering and decision-making between VDOT and jurisdictions. Attend or conduct meetings with public agencies and citizen groups and participate on standing and ad hoc committees and groups to represent VDOT's business needs and interests.

Strategic Planning- Develop, implement and manage strategic plans for assigned program areas. Establish operational objectives related to performance metrics. Assess operational performance and initiate correction action as needed.

Technical Guidance- Provide technical guidance and direction on programs to a wide variety of stakeholders internal and external to VDOT. Resolve issues by applying knowledge of policies, procedures, standards, and principles. Respond to customer requests for service. In coordination with stakeholders facilitate creative solutions to complex issues.

Customer Response- Investigate and respond to concerns of a wide range of VDOT internal and external customers, including citizens, homeowner's associations, media and local government entities. Monitor the publics' assets, resources and expenditure of funds.

Teamwork and Representation- Represent VDOT on internal and external committees, taskforces, or other meetings. Present a positive image in representing VDOT's position in assigned areas. Support Maintenance, Construction, Traffic Engineering, Preliminary Engineering and Operations.

Program Delivery- Support efforts related to on-time, on-budget and quality delivery of residency maintenance and operations programs. Distribute & review plans for permit approval/denial and constructability. Review and make sound engineering decisions and recommendations on field related conflicts to include traffic engineering, road and bridge geometrics, drainage, maintenance, etc.

Communication- Build and maintain strong partnerships with a variety of stakeholders internal and external to VDOT. Communicate with stakeholders to provide appropriate information and receive feedback on program operations or business goals. Investigate and respond to concerns from VDOT internal and external customers.

Program Management- Assist with the oversight and direction of operations for assigned operational program areas. Develop best practices and ensure programs are operating consistently and effectively across the organization, and in alignment with performance targets. Ensure operations are conducted in compliance with state and federal policies, procedures and regulations.

Conflict and Change Management- Effect significant changes and assist to implement such changes to contribute to increased organizational effectiveness. Identify methods to resolve complex issues within political realm, public policy, human resources or financial management arenas. Negotiate in conflict situations to challenge or support procedures which apply geometric design, drainage, transportation planning and traffic and safety. Investigate, resolve and diffuse conflict situations.

Manage Resources and Business Functions- Manage resources and business functions effectively. Assist with the hiring, development and management of a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with agency policies and sound business practices to meet business goals.





Minimum Qualifications


• Skill in maneuvering through complex political situations effectively with sensitivity to how people and organization's function.

• Knowledge of the operations of a large scale, public service agency.

• Skill in the use of computers and software applications.

• Knowledge of administrative, managerial, supervisory principles, practices, as well as human resource principles and processes.

• Ability to negotiate, communicate effectively orally and in writing with technical, administrative, political and citizen audiences.

• Knowledge of public policy, local politics and business practices related to transportation issues.

• Ability to communicate effectively orally and in writing with diverse audiences to include excellent presentation skills.

• Ability to supervise staff, programs and budgets.

• Skill in applying federal, state, local transportation laws, regulations, policies, procedures related to land use, maintenance management and work zone operations.


Additional Considerations


• A combination of training, experience, or education in Engineering, Public Administration, Business, Finance, Civil Engineering or related field desired.

• Management experience with oversight of a variety of administrative, professional and technical staff.

• Transportation management experience in a fast paced and complex urban environment.

• Experience in engineering, land development, management and administration of a complex transportation program.

• Possession of PE license, EIT certification, or PTOE (Professional Traffic Operations Engineer) certification desired.
